As a workaround disable. the fatigue simulation and set the time yourself using the dev console. That "slep meter"is actually a "time-left-of-allowed-in-duty" for the daily rest by law. You can't configure the law at will.. I prefer the sleep requirement as it is since it's an important component of the simulation.
